Pre-paid subscribers urged to sign contracts

The Government of HCM City has urged prepaid mobile phone subscribers to sign contracts with service providers to prevent the continuing onslaught of spam messages.

In a letter sent to the Ministry of Information and Communications, the city's People's Committee said the difference between prepaid and postpaid subscribers was the method of payment only.

The city government suggested that the ministry ask pre-paid phone subscribers to sign contracts with enterprises for better management.

The city also suggested that the ministry officially restrict the number of messages that can be sent by one subscriber.

The city asked the ministry to request telecommunication enterprises to monitor SIMs (subscriber identity module) through computer software.
