The Hanoi People’s Procuracy on December 11 proposed sentencing former Hanoi chairman Nguyen Duc Chung to 10-12 years behind bars for his alleged violations in the illegal purchase of water cleaning agent Redoxy 3C for Hanoi City.

Chung was accused of abusing his power while performing his official duties, the local media reported.

Besides Chung, Nguyen Truong Giang, director of Arktic Trading and Service Co., Ltd, and Vo Tien Hung, general director of Hanoi Sewerage and Drainage Co., Ltd, faced a jail term of six to seven years each for the same charge as Chung.

The procuracy also proposed that Chung and Giang compensate VND36.1 billion to the Hanoi Sewerage and Drainage Co., Ltd. In addition, Chung and Hung were not allowed to hold posts relating to financial firm management for three to four years after they fulfill their prison terms.

According to the procuracy, their violations were serious, causing heavy losses for the State, damaging Hanoi’s prestige and the residents’ confidence, affecting legitimate enterprises.

Chung was considered the mastermind of the case.

During the judgement, Hung and Giang pleaded guilty, but Chung did not admit to directing Hung to buy Redoxy 3C through the Arktic Trading and Service Co., Ltd.

However, the Hanoi People’s Procuracy concluded that Chung had abused the power of the municipal chairman to facilitate Arktic Trading and Service Co., Ltd, owned by his family, to trade in Redoxy 3C.

From 2016 to 2019, Arktic imported more than 489,000 kilograms of Redoxy 3C at over VND115 billion and sold it to the Hanoi Sewerage and Drainage Co., Ltd for VND151 billion.

The acts caused losses of over VND36 billion for the State.

This is the second case involving Chung. In December last year, he was handed down a five-year prison term for appropriating the State’s secret files related to Nhat Cuong Mobile’s accounting irregularities, smuggling and money laundering.

At the end of this month, he will stand trial for his third case. In this case, he was accused of illegally intervening in tenders at the Hanoi Department of Planning and Investment, causing losses of over VND26.5 billion for the State.
