The Japan International Cooperation Agency (JICA) has partnered with Hanoi University of Science and Technology (HUST) and the National Innovation Center (NIC) to launch an ambitious program aimed at enhancing artificial intelligence (AI) research and developing high-quality human resources in Vietnam.

On September 17, JICA and HUST officially kicked off the "Global Consumer Intelligence" (GCI) program - an online initiative led by the renowned Matsuo-Iwasawa Research Lab (Matsuo Lab) from the University of Tokyo.
During the first session, Professor Yutaka Matsuo personally delivered a lecture to approximately 300 students from HUST, while the session was also livestreamed to 1,500 students from other Vietnamese universities and about 7,500 students from over 400 institutions worldwide.
JICA has placed strong focus on the AI sector, which has been receiving increased attention from the Vietnamese government. Since January 2025, JICA has actively collaborated with HUST and NIC to promote AI research and training of skilled professionals in the field.
The GCI course is designed to help students understand how data science can be applied to solve real-world social issues. More importantly, the program aims to foster entrepreneurial spirit and inspire students to lead future startups applying AI technologies.
“Since arriving in Vietnam, I’ve clearly felt the growing expectations for AI,” shared Professor Matsuo. “I truly hope many students will harness the power of AI to drive positive change in society.”
He emphasized the importance of an educational environment that nurtures innovation and entrepreneurship among Vietnamese students.
The program will run online for the next three months. Upon completion, students are expected to be equipped with both theoretical knowledge and practical skills in AI - making them highly capable to contribute to AI development efforts both domestically and internationally.
