The plan is designed based on the National target program for socio-economic development in ethnic minority and mountainous areas (Program 1719) in Khanh Hoa province in the period of 2021 - 2025.
The total capital needs to implement phase I of the program (2021 - 2025) is estimated at more than 1,166 billion VND, including more than 698.6 billion VND from the State budget, over 200.3 billion VND from the provincial budget, nearly 241.4 billion VND from social credit sources and more than 25.7 billion VND from other sources.
The plan also sets many specific solutions to exploit the potential and advantages of ethnic minority and mountainous localities in Khanh Hoa province.
The People's Council of Khanh Hoa province has approved over 468 billion VND of capital to implement phase I of the program.
In this plan, Khanh Hoa province sets the following goals: The average income of ethnic minority people to increase twice compared to that in 2020 (over 28 million VND/person/year); the poverty rate among ethnic minorities to decrease by 4-5% annually; 100% of communes to have asphalt or concrete roads to the commune center; 70% of schools to have facilities that meet national standards; 35% of communes in ethnic minority and mountainous areas to meet new rural standards; the number of disadvantaged communes and villages to fall by 50%.
Other targets include: 70% of working-age workers to be trained based on the needs and conditions of ethnic minorities and mountainous characteristics; building a well-trained contingent of ethnic minority officials, civil servants, and public employees...
In order to promote the potential and advantages of localities in its ethnic minority and mountainous areas, Khanh Hoa province has proposed specific solutions. It is a focused, sustainable investment strategy, concentrated in the most difficult communes and villages; resolving pressing and urgent issues; prioritizing support for poor households and those in difficult circumstances.
In particular, priority will be given to the communes and villages that register to escape from the list of extremely difficult villages and communes; developing production based on the value chain with the participation of many ethnic minority households; developing collective economy, cooperative groups and cooperatives in ethnic minority and mountainous areas, focusing on 9 communes registered to meet the new rural standards in the 2021 - 2025 period.
