HCM City's Education Department has ordered the city's primary schools to create favourable conditions for first grade enrolments.
The department also directed schools to not make it compulsory for children to produce certificates proving that they completed kindergarten.
Under a document issued by the department, primary schools in the city should inform all parents about dates for issuing and accepting registration forms and other procedures.
Schools should post notices on their enrolment plan at a convenient place for parents and guide them on procedures, it said.
"Primary schools are not allowed to demand parents to hand in certificates proving that their children have finished kindergarten," noted Nguyen Van Hieu, deputy director of HCM City's Education Department.
False information has been spread that children seeking to enrol in first grade should submit a certificate to prove that they have completed kindergarten, he pointed out.
This has puzzled many parents, and they have become concerned about their wards' school enrolment, he added.
Primary schools in the city will start enrolments in the first grade on July 1 and results will be announced at the end of the month.
