They are mostly in Dong Nai Province (327,414 workers), HCM City (119,961), Hai Duong Province (95,153) and Binh Duong Province (68,125).
The figures are derived from reports from 41 out of 61 localities nationwide.
According to the Department of Employment, about 90 per cent of labourers meet the demand in Thanh Hoa Province, Ha Noi (78.8 per cent) and Bac Ninh (50 per cent).
In provinces, the figures are much lower: Ha Nam (11 per cent), Vinh Phuc (12 per cent), Kien Giang (14 per cent), Binh Duong (20 per cent), Quang Ninh, and Da Nang (30 per cent).
In Long An, Binh Duong provinces and HCM City, labour supply cannot meet the demand, including unskilled labour. Both areas have many industrial parks and export processing zones.
Supply exceeds demand in many other provinces, including Bac Lieu, Ninh Thuan, An Giang, Thanh Hoa, Nghe An and Nam Dinh.
One of the solutions to the problem is to enhance the information system of the labour market in order to balance labour supply and demand, according to Pham Thi Hai Chuyen, the minister of Labour, Invalids and Social Affairs.
There is also a need to improve the operation of employment service centres to create more job opportunities for labourers, he added.
