This marks the first official foreign visit that General Secretary To Lam will host in 2026, and his first in his new term as head of the 14th Central Committee of the Communist Party of Vietnam.
The visit comes shortly after both Vietnam and Laos successfully concluded their respective National Party Congresses - Vietnam’s 14th and Laos’ 12th - laying strategic directions for national development in the new era.

A long-standing friend, comrade, and revolutionary ally, Laos holds a unique place in Vietnam’s foreign relations. The two nations have stood side by side through every chapter of their history.
The Vietnam–Laos relationship is described as a sacred and invaluable legacy, painstakingly nurtured by President Ho Chi Minh, President Kaysone Phomvihane, President Souphanouvong, and successive generations of Party and State leaders from both countries. This bond is a treasured heritage passed down to today’s and future generations.
Forged through both wartime and peace, this relationship is not only vital to each nation’s revolutionary cause but is also seen as a shared strategic asset of enduring value.
The close cooperation between the two Parties, States, and peoples continues to play a decisive role in safeguarding national independence, sovereignty, territorial integrity, and political stability. It also contributes to socio-economic development and the building of socialism in both nations.
Moreover, this partnership significantly bolsters peace, stability, cooperation, and development across the region and the world.
