The theme of the 12th Party Congress with the emphasis on "Strengthening the construction of the clean and strong Party" and the continuation of implementing the Resolution 4 of the 11th Party Congress is completely sound.

People are important. The Party has straightly pointed out the urgent issues in Party building today, from organization to personnel. Thus the expectation in the 12th Congress is huge.

The people expect the Party to be determined, lucid and courageous to make the personnel plan, to elect the new Party Central Committee, the Politburo, the Party Secretariat, and especially the Party General Secretary of the new term, who are actually talented and virtuous.

This is always the most difficult issue of all Party Congress, especially the 12th Congress this time but it can be solved, as President Ho Chi Minh recommended: democracy is the master key to all problems.

The only right way is to seriously execute the democratic principle in election in accordance with the Party Charter and each delegate must have the firm stuff to practice democratic rights.

President Ho Chi Minh said that practicing democracy is to make the people, firstly Party members, to express their opinion, to benefit the democratic rights, and to avoid the lack of transparency, which can cause frustrations and disunity.

No one else but the deputies to the 12th Party Congress must be the ones who are brave, responsible, and self-respect to practice the democratic rights in the Congress following President Ho Chi Minh’s recommendation.

Only then, the deputies can maintain their role of making evaluation and deciding the accuracy of the documents and the personnel plan prepared by the 11th Party Central Executive Committee.

A ruling party, especially the single ruling party like the Communist Party of Vietnam, must have high political prestige, meaning that it must become the top organization of the working people, must be the embodiment of intelligence, conscience and honor of the nation. In the other words, the Party must be able to lead the people and assume power.

To ensure the political prestige of the ruling party, the first and the key thing is that the Party is capable to select the talented and virtuous leaders, who know to be humble, hard and soft at the right time.

Under the name, position of the Party and the way to choose, elect key officials from the grassroots, the delegates to the 12th Party Congress are the best representatives of the Party.

That glory manifests in the spirit of responsibility, the devotion of talent, wisdom and the courage to sacrifice in the decisive moments involving the great turning points of the national history.

Hopefully, the delegates will deserve that glory, showing through the wisdom, impartiality, and courage to perform their democratic rights to elect the leaders with the qualities mentioned above so they deserve to undertake the noble mission of leading the Party and the people of Vietnam in the new age.
