Major Huy, head of the office in charge of the investigation and settlement of traffic accidents, under the Ministry of Public Security, said this is among regulations included in Circular 15 issued by the ministry.
Owners of electric bikes of 4 kW or designed for speeds of 50km/h or more, will have to complete registration procedures before being given plates. They will also have to produce documents related to ownership and transfer.
The regulation has been imposed because, out of the growing number of people who ride electric bikes, most do not wear helmets.
This may pose some problems, however, as most purchases of electric bikes so far have not been documented with proper invoices and other related papers.
Currently, Vietnam has more than one million electric bikes, the majority imported from China, Taiwan and Japan.
The Vietnam Register stated that there has so far been no regulations pertaining to the technical quality standards of these vehicles, so it may prove challenging for management agencies to differentiate between electric bikes and motorbikes.
