On November 25, the Drug Administration of Vietnam (DAV) under the Ministry of Health issued a sweeping decision to recall 80 product registration numbers and suspend the circulation of 162 cosmetic products nationwide, all linked to the Mailisa beauty clinic chain.

The decision directly affects MK Skincare Trading and Manufacturing Co., Ltd., whose owner and legal representative is Hoang Kim Khanh, husband of Phan Thi Mai - the founder and operator of the Mailisa aesthetics chain.
The 80 revoked registrations had previously been approved by DAV for MK Skincare's products.
The reason for the recall is the company's failure to provide Product Information Files (PIF), a critical safety dossier mandated under Circular No. 06/2011/TT-BYT and Government Decree No. 117/2020/ND-CP, amended by Decree No. 124/2021/ND-CP.
Without the PIFs, regulatory bodies cannot verify product safety, quality, or efficacy, posing potential risks to consumers.
Alongside the registration withdrawal, DAV also ordered a nationwide recall of all still-valid batches of the 162 non-compliant products. The agency emphasized this action was necessary to prevent further public health risks from substandard items remaining on the market.
MK Skincare is required to notify all distribution and usage points of the recall, collect returned items, and isolate and store the affected products until an official disposal order is issued.
All recall documentation must be submitted to DAV by December 15, 2025.
The Ho Chi Minh City Department of Health - where MK Skincare is headquartered - has been assigned to oversee the recall process and submit a monitoring report to the central authority by the same deadline.
Additionally, provincial and municipal health departments nationwide have been instructed to alert businesses and users to stop distributing and using the affected products, return them to suppliers, collect related reports, and coordinate legal action where necessary.
In cases of criminal violations, health authorities are to forward evidence to law enforcement agencies.
The Ho Chi Minh City Department of Health has a separate mandate to directly supervise MK Skincare’s recall operations and report to DAV accordingly.
This drastic move follows a prior directive on November 18, in which DAV ordered urgent sampling and safety testing of cosmetics under the Mailisa brand - including lines such as Doctor Magic, Maika Beauty, and MK - and requested that MK Skincare submit complete safety documentation for regulatory review.
