However, the German Chancellor cautioned a breakthrough was not expected from Sunday's meeting, during which technical details would be discussed to prepare for final decisions on Wednesday.
"Today, we are preparing for decisions on Wednesday. That's important because we are dealing with a technically complicated process," Merkel said.
