The event was attended by Politburo member, Secretary of the Government Party Committee, and Prime Minister Pham Minh Chinh; Politburo member, Secretary of the Party Central Committee, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Secretary of the Party Central Committee and Acting Minister of Foreign Affairs Le Hoai Trung; Deputy Prime Ministers Ho Duc Phoc and Bui Thanh Son; and many leaders of central and local government agencies.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized, “The 40-year Party badge is a noble reward, symbolizing the Party’s appreciation for the relentless efforts and dedication of comrade Dao Ngoc Dung throughout his revolutionary journey.”
The Prime Minister acknowledged that Minister Dao Ngoc Dung is a well-trained official who has risen through the ranks, having served in various significant roles assigned by the Party and State. These include Secretary of the Central Youth Union, First Secretary of the Central Youth Union, Secretary of the Overseas Party Committee, Standing Deputy Head of the Northwest Steering Committee, Party Secretary of Yen Bai Province, Secretary of the Party Committee of Central Agencies, Minister of Labor - Invalids and Social Affairs, and currently, Minister of Ethnic and Religious Affairs.
During his ten-year tenure as Minister of Labor - Invalids and Social Affairs, Minister Dao Ngoc Dung led and advised the government in formulating numerous social welfare policies, especially those supporting revolutionary contributors, vulnerable groups, and promoting gender equality.
Since March 2025, as the head of the Ministry of Ethnic and Religious Affairs, he has continued to demonstrate strong leadership, enthusiasm, and expertise. His contributions have been pivotal in the success of several major national events, including the 2025 United Nations Day of Vesak and the nationwide program to eliminate dilapidated housing.
“At every position he has held, he has strived to fulfill his responsibilities with excellence,” Prime Minister Pham Minh Chinh affirmed.
The Prime Minister noted that ethnic and religious affairs are key priorities for the Party and the State, and they present significant responsibilities for the Ministry of Ethnic and Religious Affairs, including the vital role played by Minister Dao Ngoc Dung.
He urged the Party Committee of the Ministry to uphold national unity and continue contributing intellect and effort to the government and the Party’s revolutionary cause.

“I hope the Party Committee of the Ministry of Ethnic and Religious Affairs remains steadfast in political ideology, maintains revolutionary ethics, and demonstrates exemplary leadership. Innovation in thought must go hand in hand with decisive action. With a spirit of initiative and creativity, rooted in Vietnamese intelligence, I believe the Party Committee will fulfill its mission with excellence,” the Prime Minister concluded.
Emotionally moved by the award, Minister Dao Ngoc Dung expressed that the 40-year Party badge marked a significant milestone in his revolutionary career.
“I began my career in Ha Nam Ninh Province, became a member of the Provincial Party Executive Committee at the age of 30, and joined the Standing Committee of the Nam Ha Provincial Party Committee at 34. Reflecting on my 45-year career - including 21 years at local levels and 24 years in central government agencies - I have always strived to be fully dedicated and to complete all tasks to the best of my ability,” Minister Dao Ngoc Dung shared.
He expressed his deep gratitude to General Secretary To Lam, Prime Minister Pham Minh Chinh, and other senior Party and State leaders for their support throughout his career, especially during his terms in the Party Central Committee.
“I sincerely thank the previous generations of leaders, my comrades and colleagues, and the Party members and citizens from the places I have served. Their support and companionship have helped me accomplish the duties entrusted to me and led to the achievements recognized today by the Prime Minister,” the Minister said.
“I am fully aware that today is a time for reflection and self-improvement. Wherever I go, whatever I do, I will continue striving for the Party’s cause and the happiness of the people,” he added.
At the ceremony, Vo Thanh Nam, Deputy Head of the Government Party Committee’s Organization Commission, announced that on August 15, 2025, the Government Party Committee issued Decision No. 254 to award the 40-year Party membership badge to Minister Dao Ngoc Dung, a member of the Party Central Committee and Secretary of the Ministry’s Party Committee.
Mr. Dao Ngoc Dung was born on June 6, 1962, in Nhan Ha commune, Ninh Binh province. He joined the Communist Party of Vietnam on December 31, 1984, and became an official member on June 30, 1986.
