VietNamNet Bridge – Minister of Natural Resources and Environment Nguyen Minh Quang, speaking at a question-and-answer session of the National Assembly (NA) Standing Committee in Hanoi on Monday, admitted corruption is still prevalent in the process of issuing land use right certificates in major cities.

Nguyen Sy Cuong, a permanent member of the NA Legal Committee and a deputy of Ninh Thuan Province, told the session that citizens in Hanoi had complained about long delays and corrupt practices related to the issuance of land certificates for condo projects in the capital.

The government of the capital has set a target of having 85% of homes granted land use right certificates but has failed to obtain it. Many projects have been struggling with the lack of land use right certificates though all required procedures have been completed.

Notably, homebuyers of some projects such as Me Tri Thuong and Hapulico have reportedly bribed officials of local land registration agencies to get things done swiftly. Cuong questioned whether the minister has been aware of this matter or not.

Before fielding the question, Quang said the ministry and local authorities have achieved the land certificate issuance ratio of 85% following Resolution 30 of the NA. The minister pointed out various causes, such as complicated land issues in cities, especially Hanoi and HCMC

In the coming time, the ministry will conduct more inspections and address such issues, Quang said. He added that certification procedures have also been simplified as the ministry has sped up administrative reform upon the Prime Minister’s request.

However, Quang said to resolve land-related issues effectively requires joint efforts of relevant land registration offices and central-level agencies should improve the efficiency of inspection activities.
