According to the Ministry of Home Affairs, in the first six months of 2024, 3,853 civil servants and public employees were reduced through streamlining efforts across various ministries and localities. This included 107 from central agencies (47 civil servants, 60 public employees) and 3,746 from local agencies (530 civil servants, 3,216 public employees).
The Ministry has implemented measures to replace or suspend officials who deliberately delay, shirk responsibilities, or fail to perform their duties as assigned.
Data compiled by various ministries and localities indicate that in the first half of this year, 1,338 officials, civil servants, and public employees faced disciplinary actions (including 139 officials, 432 civil servants, and 767 public employees).
Additionally, 13,965 new civil servants and public employees were recruited nationwide (169 civil servants and 391 public employees by central agencies; 1,519 civil servants and 11,886 public employees by local agencies).
Under Decree No. 140/2017, 30 outstanding graduates and young scientists were also recruited (4 by central agencies, 26 by local agencies).
Following government directives, the Ministry of Home Affairs has been examining the resignation and dismissal of civil servants and public employees, as well as compliance with public service regulations concerning citizens and businesses in Hanoi, Can Tho, and Binh Duong. These inspections are part of the Ministry’s 2024 plan.
The inspections have effectively identified issues and shortcomings in mechanisms, policies, and legal applications, leading to recommendations for amendments to relevant laws. Additionally, the inspections have proposed holding accountable those responsible and revoking unlawful decisions.
To enhance discipline and proactively prevent violations in public service execution, the provincial and municipal Departments of Home Affairs have devised their own inspection plans for 2024. In the first six months, 543 inspections were conducted across various fields, including 101 inspections and 442 checks.
Regarding administrative reorganization at the district and commune levels, the Ministry of Home Affairs reported that 53 provinces and cities have completed their overall reorganization plans.
At the district level, 49 units will undergo reorganization, reducing the number of units by 12. At the commune level, 1,247 units will be reorganized, reducing the number of units by 624.
