"Today is a happy day for the entire ICT industry because for a long time, the Ministry of Information and Communications has had a Deputy Minister who is an IT expert," Minister Nguyen Manh Hung said at the ceremony announcing the Prime Minister’s appointment decision.
The newly-appointed Deputy Minister is a former student of the High School for Gifted Students of the Hanoi Teacher Training University and the Hanoi University of Technology.
As a student, Mr. Dung received a full scholarship to study Information Technology at Singapore’s National Technology University (NTU). He is one of 10 outstanding young people who won the 2010 Golden Globe Award of the Ho Chi Minh Communist Youth Union.

During 13 years working at the Ministry of Information and Communications, Mr. Dung assumed various positions, from a specialist to Deputy Director and Director of the Department of Information Security, and Director of the Authority of Information Technology Application.
Mr. Dung has participated in studying, advising, presiding over, editing and implementing the Party's guidance documents, the State's laws, completing the legal corridor, the system of standards and technical regulations on Vietnam’s cyber security, including the Law on Cybersecurity and documents guiding the implementation of this law.
Mr. Dung is also the advisor, editor and organizer of the implementation of the National Digital Transformation Program to 2025, with a vision to 2030 and the one who helped Vietnam move 50 spots up on the global rankings of information safety in the 2017-2019 period.
According to Minister Nguyen Manh Hung, Mr. Dung is currently Vietnam's only Deputy Minister who was born in the 80s of the 20th century.
The newly-appointed Deputy Minister is praised as a young official with good qualification, great aspirations to dedicate to the country's development, who is talented and well trained.
Vietnam now see digital transformation as a solution to boost development. With the task of leading the national digital transformation, the responsibility of the Ministry of Information and Communications and Deputy Minister Nguyen Huy Dung will be great.
