VietNamNet Bridge – The police force currently has only one top-ranking general who is the Minister of the Public Security, compared to three of the military force. The Ministry of Public Security proposes to have the second top-ranking general, who is the Deputy Minister.

On December 12, 2012, President Truong Tan Sang conferred the rank of Top-ranking General to Lieutenant General Tran Dai Quang, a Politburo member, the Minister of Public Security.

 

 

On March 20, Prime Minister Nguyen Tan Dung chaired a meeting on law building.

Presenting a summary of the amendments of the draft People’s Police Law (revised), the Minister of Public Security, High-ranking General Tran Dai Quang said the draft proposes that the Director of the Hanoi and Ho Chi Minh City Public Security Agency are lieutenant generals.

In addition, the directors of the police agencies in six big cities and provinces - Hai Phong, Da Nang, Can Tho, Thanh Hoa, Nghe An and Dong Nai are major generals. In the remaining provinces, the police directors will be only colonels.

According to General Tran Dai Quang, the bill stipulates that the time for promoting from colonel to general is 4 years and does not set the time for the promotion of the general ranking upwards.

He also said that the police force has only one top-ranking general who is the Minister of Public Security compared to three for the Ministry of Defense (Minister, Chair of the General Political Department of the Vietnam People's Army and Chief of Staff of the Vietnam People's Army).

Therefore, the Ministry of Public Security proposed that its Deputy Minister who is also the Ministry’s Party Secretary to be granted the rank of top-ranking general.

Top-ranking General Phung Quang Thanh, Minister of Defense, said that at present only two leaders of the Hanoi and HCM City High Command are granted the general rank for reasons of history and position.

Thanh said some people complained that Vietnam has so many generals but promoting to the general rank must follow the law.

Deputy Chief of the Central Civil Affairs Committee, Mr. Nguyen Doan Khanh agreed with the proposal of not paying salary based on the ranking but the position. He also proposed to set the percentage of officers in the armed forces.
