On May 10, the Government Office released a notice conveying a conclusion by Deputy Prime Minister Vu Duc Dam, Deputy Chair of the National Commission for Digital Transformation, after a meeting on tasks related to a project on the application of data on population, identification and electronic authentication that serves national digital transformation in 2022-2025, with a vision towards 2030.

MPS has been asked to develop the digital ecosystem on the national database on population, and improve the VNeID app. 

It will cooperate with the Ministry of National Defense to research and build a solution to share data about real-time entry/exit in order to improve the efficiency of entry/exit management, and ensure national security, social order and safety. 

Work on the task will be reported to the Prime Minister in May.

MPS has also been requested to join forces with the Ministry of Foreign Affairs and Ministry of National Defense to find a solution to develop an electronic passport system connecting the national database on population and related information systems and databases, ensuring security and safety and protecting personal data. 

MPS will report to the Prime Minister about the implementation of the task in June. 

In addition, MPS has been asked to cooperate with the Ministry of Labor, War Invalids and Social Affairs (MOLISA) to research and deploy software on managing citizens subject to the State’s preferential policies on the national population database platform.

MOLISA is responsible for standardizing and restructuring the process of handling administrative procedures so as to create favorable conditions for people and businesses, and accelerate level 3-4 online public services on the national public service portal. Priority is given to essential public services shown in the Prime Minister’s Decision 422 dated April 4, 2022.

Dam has also asked MOLISA to complete information systems, perform synchronous connections of data on social security (Children, Social Protection, Employment, etc…) with the national population database. The task needs to be completed before September 2.

It will join forces with the State Bank of Vietnam (SBV) to instruct commercial banks and institutions to provide intermediary payment services, bank account opening and e-wallets for workers and people who receive allowances from the State, so as to implement non-cash payments.

The Ministry of Education and Training has been asked to instruct schools to use non-cash payments for tuition.
