Sources reveal that the Ninh Thuan Provincial People’s Committee recently submitted feedback to the Ministry of Industry and Trade on nuclear power development. Previously, on October 28, the ministry had requested feedback from various entities on the nuclear power development report.
According to Ninh Thuan authorities, the National Assembly issued Resolution No. 31/2016/QH14 on November 26, 2016, halting the Ninh Thuan Nuclear Power Project. This decision disrupted growth and development plans approved by the Prime Minister.
In response, Ninh Thuan pivoted to renewable energy, leveraging its potential in this sector. The province currently hosts 57 projects generating a combined 3,750 MW, which have significantly boosted the local economy.
The provincial People’s Committee reported that, from the project’s start until its suspension, the Ninh Thuan Nuclear Project Management Board had established facilities, including power supplies for construction, operational management centers, an expert area, and project headquarters.
With discussions now reopening on nuclear power, the People’s Committee acknowledged the importance of stable, clean energy sources like nuclear power and supports further studies, as recommended in the Ministry of Industry and Trade’s Report No. 250/BC-BCT dated October 1, 2024.
However, for nuclear power to effectively contribute to national energy security and meet the target of net-zero emissions by 2050, Ninh Thuan has proposed several measures.
The province noted that it has already undertaken 18 infrastructure projects at the two nuclear plant sites and has sent individuals abroad for specialized nuclear training, including Ninh Thuan students.
Thus, the province argues for a specific nuclear development roadmap to prevent wasted public investment, land resources at the two sites, and the efforts in specialized training.
The Ninh Thuan People’s Committee urged the Ministry of Industry and Trade to consult with central authorities to ensure a cohesive and effective approach, fostering public confidence as the nuclear initiative resumes.
Additionally, Ninh Thuan requested comprehensive, consistent legal frameworks and the establishment of specific policies to support nuclear power development.
As a leader in renewable energy, Ninh Thuan also urged the Ministry of Industry and Trade to consider developing the province as a "Green, Clean Industrial Center," providing a competitive advantage for both the province and the nation’s future economic growth.
Tran Quoc Nam, Chairman of the Ninh Thuan People’s Committee, expressed support for the central government’s renewed interest in the two nuclear power plants in Ninh Thuan, noting that it aligns with the country’s overall energy strategy.
However, Nam emphasized that if the project is confirmed, the central ministries should set a clear, timely plan detailing start dates and project phases. This approach would help the province efficiently coordinate related activities and avoid prolonged delays and resource waste.
