VietNamNet Bridge – The Ministry of Home Affairs will investigate the appointment of the 30-year-old director of the Department of Planning and Investment of Quang Nam province, said Deputy Minister Tran Anh Tuan at the monthly cabinet press conference on October 1.

The central province of Quang Nam on September 23 appointed Mr. Le Phuoc Hoai Bao as Director of the Planning and Investment Department. Bao is the youngest department director in Vietnam.
Bao is the son of Quang Nam Provincial Party Secretary, Mr. Le Phuoc Thanh, who was elected Quang Nam’s Party Secretary in February 2015. The Politburo recently approved Thanh’s resignation application.
Bao studied at the Da Nang Economics University, majoring in finance and credit. He then got a master’s degree in financial management and strategy at Claremont Graduate University (USA).
Bao previously served as Head of the Investment Promotion Division of the Management Board of Chu Lai Open Economic Zone in 2012-2014. He was appointed Vice Chair of Thang Binh district (2011-2016) and Deputy Director of the Department of Planning and Investment in April 2015. The appointment decision was signed by his father.
Bao’s appointment as the youngest-ever department head in Vietnam has become a hot topic in local newspapers.
Mr. Tran Xuan Tho, chief of the Organizing Committee of Quang Nam Party Committee, said that the appointment process was conducted correctly and Bao was not favored because he is the son of the provincial Party Secretary.
"The former Director of the Department of Planning and Investment reached the retirement age so the provincial government decided to choose a deputy director to replace him. Bao won 100 percent of the votes in three polls at all levels," Tho said, adding that Quang Nam’s policy gives priority to appointing young people to key positions.
"In addition to the provisions of the central Government on standards for official titles, local governments can supplement some provisions, but they must not be contrary to the provisions of the Central Government," Tuan said.
Tuan said the Ministry would make public the investigation results.
