MobiFone Telecommunications Corporation and CMC Technology Group on December 22 signed a Memorandum of Understanding (MoU) on comprehensive cooperation to strengthen their alliance in digital infrastructure, digital transformation, and AI transformation for enterprises and government agencies.

The new agreement builds on the strategic partnership first signed in 2020, which has proven effective over the past years. This upgrade expands the cooperation into an “end-to-end” model - creating integrated digital solutions and platforms that allow for faster deployment, stable operations, and flexible scalability.

As digital and AI transformation become more urgent, the collaboration between two of Vietnam’s leading enterprises in telecommunications and technology - aligned with government ministries and agencies - is expected to accelerate the implementation of national digital transformation programs. It aims to apply technology practically across governance, business, and public services.

Packaged for rapid deployment, integrated for optimal operation

In practice, many digital transformation initiatives face challenges in system integration and post-acceptance operations. MobiFone and CMC are addressing this gap by offering packaged solutions based on specific use cases. These solutions are pre-integrated with connectivity, monitoring, and cybersecurity features to reduce deployment time and operational risks.

Speaking at the ceremony, Major General Truong Son Lam, Chairman of MobiFone, praised CMC’s strengths in IT infrastructure, cloud computing, AI, and Make in Vietnam technologies. He noted that CMC possesses a high-quality workforce, with around 40% expected to be AI experts by 2030. This aligns with the goals of Resolution 57, and contributes to the development of core technologies.

He emphasized that digital transformation is a strategic imperative, and the two organizations share a unified vision. By combining MobiFone’s telecommunications infrastructure with CMC’s cloud and AI technologies, the companies aim to build a digital ecosystem that serves the public and promotes national transformation.

CMC’s five commitments under the new partnership

CMC Chairman Nguyen Trung Chinh highlighted that Resolution 57 presents a timely opportunity for Vietnam’s ICT sector. He acknowledged MobiFone’s new position under the Ministry of Public Security, which opens further potential for national defense and socio-economic contributions.

CMC committed to ensuring that all its products meet international standards and pledged long-term support for MobiFone’s national mission. The five commitments include:

Taking the lead in implementing solutions for Digital Government and the two-tier local government system.

Promoting public–private partnerships and mobilizing social resources.

Co-creating smart spaces and digital ecosystems.

Mastering technology while investing in human capital development.

Advancing Vietnamese digital talent in the global value chain.

The foundation of “MobiFone – CMC” cooperation

The MoU outlines cooperation in three major areas:

1. Leveraging mutual strengths to build digital solutionsMobiFone and CMC will develop secure, high-quality digital platforms and services.

2. Joint investment in national digital infrastructureThe two firms will co-invest in backbone infrastructure, including transmission systems, data centers, cloud platforms, security technologies, and integration systems to support the development of Digital Government, a digital economy, and a digital society.

3. Building a sustainable, long-term partnershipMobiFone aims to close, ongoing collaboration that enhances competitiveness and reputation for both parties in Vietnam’s technology sector.

Based on these pillars, the two companies will develop tailored “MobiFone – CMC” solution packages for use cases such as Smart Office, Smart Campus, Smart Building, and Smart Factory. These packages will integrate telecommunications, internet, cloud computing, cybersecurity, cameras, and management applications - designed for rapid deployment and scalable operations.

At the event, Chairman Truong Son Lam instructed MobiFone’s advisory and functional units to urgently draft a detailed action plan, ensuring all cooperative tasks are executed effectively and on schedule.

A solid foundation built on 32 years of development

Both MobiFone and CMC were founded in 1993, marking 32 years of innovation and transformation. MobiFone has evolved from a pioneering mobile operator into a digital technology enterprise, expanding into data centers, cloud services, and digital platforms.

In 2024, MobiFone’s pre-tax profit exceeded its target by 20.1%, and budget contributions surpassed plans by 56.7%.

CMC also surpassed its 2024 targets in both revenue and profit. For fiscal year 2025, it aims for 20% revenue growth and 22% EBITDA growth, aligned with its AI-X strategy and its goal of becoming a Global AI-X Company.

The enhanced partnership between MobiFone and CMC is expected to offer a complete ecosystem of services for Vietnam’s public and private sectors. By leveraging their complementary strengths, the alliance reduces fragmentation, shortens time-to-value, and ensures replicability of digital solutions across sectors, regions, and national transformation initiatives.
