MOC has issued a decision on the plan to upgrade the information system on housing and the real estate market.

Accordingly, the Ministry aims to complete and enhance the information system on housing and the real estate market into a unified digital platform, synchronized and interconnected with national and sector-specific databases, while ensuring transparent public access to information for citizens and businesses.

Advanced technologies will be applied to support forecasting and analyzing real estate market trends, implemented on schedule and in line with the directives of the Party, Government, and MOC on developing science, technology, innovation, and digital transformation.

Under the plan, the upgrade of the housing and real estate market information system is divided into two phases.

In the first phase, 2025, MOC and relevant agencies will review legal regulations of the Decree No94/2024 and develop the database as planned, ensuring classification, assessment of current status, readiness, and integration capabilities.

Specifically, the Ministry assigns the Information Technology Center to collaborate with the Housing and Real Estate Market Management Agency to complete the system upgrade and conduct security assessments before October 31, 2025.

From November 1 to November 30, 2025, housing and real estate data will be updated and synchronized into the system.

In 2026, the second phase will focus on further improving and enhancing the quality of the information system for housing and the real estate market to support management tasks.

The Ministry tasks the Housing and Real Estate Market Management Agency with collaborating with relevant units to evaluate, review, revise, and supplement indicators to improve the information system and database on housing and the real estate market, meeting management requirements by March 30, 2026.

From March to June 2026, the system’s indicators and database for housing and the real estate market will be upgraded, supplemented, and finalized to meet state management requirements.

The information system on housing and the real estate market will be completed and operational by MOC by November 30, 2026.

In reality, Vietnam’s real estate market has long faced issues of fragmented and unsynchronized information. 

Data on housing prices, supply, transactions, and planning is often scattered across localities, difficult to access, or not updated on time.

This not only poses challenges for regulatory authorities but also creates risks for investors, businesses, and citizens when making decisions.

According to some real estate experts, if data on housing and the real estate market is cleaned and publicly disclosed, citizens and businesses can easily access the information about housing and real estate prices in specific areas for transactions. This would reduce speculation, manipulation, and price inflation in the housing and real estate market.
