MOIT on May 7 held an online meeting with ministries, branches, localities and investors to review the circuit-3 500KV transmission line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
Nguyen Anh Tuan, CEO of Electricity of Vietnam (EVN), said it has completed the signing of contracts for 225 out of 226 bidding packages. As for the remaining package on providing electrical impedances for the DZ 500KV Quang Trach – Quynh Luu Project, procedures are being followed to choose contractors again.
To ensure the planned projects, the National Power Transmission Corporation (EVNNPT) is providing equipment for the grid to serve the circuit 3 500kV project.
Regarding site clearance, all locations for electric poles have been completed and handed over, but only 377 of 503 (about 75 percent) of anchorage spaces have been completed, leaving 126 of 503 locations yet to be handed over.
Of these, Quang Binh and Ninh Binh provinces have completed the handover of anchorages, while the remaining seven provinces have not completed the process.
The provinces include Ha Tinh (15 of 112), Nghe An (29 of 88), Thanh Hoa (42 of 138), Nam Dinh (20 of 54), Thai Binh (10 of 47), HaiDuong (5 of 31) and Hung Yen (5 of 14).
Urging the investors and contractors to speed up construction as scheduled, EVN/EVNNPT proposed that local authorities give opinions about the draft policy on compensating for site clearance and resettlement.
The opinions will be considered and adjusted before the final draft is submitted to the Ministry of Natural Resources and the Environment for inspection and submission to the Prime Minister.
The handover of anchorages needs to be implemented soon so that investors can complete compensation for site clearance soon.
Minister of Industry and Trade Nguyen Hong Dien praised the efforts by the people’s committees of nine provinces and EVN which has taken measures to speed up site handover and execution work.
However, Dien stressed that handover of corridor sites were not wrapped up prior to April 30 as promised by the leaders of the provinces.
Meanwhile, the policy on compensating for site clearance has not been completed, failing to implement the timetable submitting to the Prime Minister for approval in April.
Replying to the complaint about the difficulties to import equipment and components, MOIT said it has instructed Vietnamese representative agencies in foreign countries to help solve the problem and will seek support from embassies of exporting countries.
