According to the National Competition Commission, by the end of August 2025, Vietnam had 16 licensed MLM enterprises, with one currently undergoing procedures to cease operations.
The total number of MLM participants in the first half of 2025 reached nearly 634,570, down 13.43% compared to the same period in 2024.
Notably, only 101,876 new members joined during this period, significantly lower than the 130,893 individuals who terminated their contracts.
MLM sales revenue in the first six months of the year totaled more than 7 trillion VND (about $293 million USD), down 9% year-on-year. Herbalife Vietnam Co., Ltd. alone generated over 4 trillion VND (approximately $167 million USD), accounting for 53% of the industry's total sales.
The majority of revenue came from health supplements and cosmetics, making up about 92% of total sales. The remainder was derived from household items, fashion apparel, equipment, and other miscellaneous products.
Despite the large commissions paid, the average monthly income per MLM participant was only around 951,000 VND (approximately $40 USD), equivalent to just 8% of Vietnam's average per capita income.
The total tax contribution from MLM companies to the state budget in the first half of 2025 was 1.302 trillion VND (around $54 million USD).
During the first eight months of the year, the National Competition Commission organized five inspection teams to assess compliance with MLM regulations at five companies. As a result, five businesses were fined nearly 1.2 billion VND (around $50,000 USD) for administrative violations. Additionally, two suspected illegal MLM operations - Greenleaf and LucMall - were referred to the police for further investigation.
