VietNamNet Bridge – The National Assembly (NA) Standing Committee has decided that there will be only two options - confidence and low confidence - in votes of confidence on those officials elected or approved by the NA or people’s councils.

Speaking to the media on the sidelines of the NA session on Wednesday, Chief of the NA Committee of Deputies’ Affairs Nguyen Thi Nuong said votes would be cast twice each term, at the end of the second and fourth year. Regularly casting votes of confidence will strengthen supervision, she said.

The NA continued to discuss a draft resolution on amendments and supplements to the resolution on votes of confidence. This will help identify more clearly who have high approval ratings by the voters.

This year, the vote of confidence will be conducted at the year-end session of the law-making body. When an official gets a vote of less than 50%, he or she should be encouraged to resign from the post.

For those obtaining low confidence votes from over two-thirds of NA or people’s council deputies, the NA may organize the so-called approval vote for the positions right at the session, Nuong said.

At present, there are three levels - high confidence, confidence and low confidence. Many deputies disagreed at the mechanism, saying that it is impossible to know about an official with 50% of high confidence and 50% of low confidence.

According to the current regulations, those receiving low confidence votes from more than half of deputies of the NA or local people’s councils may tender their resignation.

Those obtaining low confidence votes from over two-thirds of deputies of the NA or local people’s councils or getting low confidence votes from more than half of them in two consecutive years will face a motion of no confidence.
