Trinh Xuan An from the National Assembly Committee for National Defense and Security suggested that after the auction, vehicle number plate owners have to attach the plates to cars immediately. This aims to prevent speculation. 

The draft of the National Assembly resolution on granting the right to choose vehicle number plates through auctions on a trial basis will be submitted to the fourth National Assembly session in October 2022 for consideration and approval. 

Major General Le Xuan Duc, Deputy Director of the Traffic Police Department, said the resolution will meet people’s demands in choosing and using number plates according to their needs. 

This will help increase revenue for the state budget, thus allowing higher expenditures to upgrade facilities for the registration and granting of vehicle number plates and the state management.

The granting of vehicle number plates through auctions will be in accordance with a uniform procedure in all localities.

Director of the Institute of Criminology and Forensic Science Major General Nguyen Tien Nam suggested that it is necessary to specify how many times auction winners can transfer the vehicle number plates and how many years they can use the plates in order to prevent speculation.

Member of the National Assembly Committee for National Defense and Security Nguyen Thi Kim Be raised a question about the proposed regulation that auction winners register their cars with plates within 12 months after the auction. What will happen if the auction winners cannot buy cars during that time? 

It is therefore necessary to set reasonable regulations to ensure benefits for plate number owners. 

Meanwhile, An suggested that auction winners should be required to register car number plates immediately to restrict plate trading.

“They have to register cars with the number plates. This will help prevent speculation. My viewpoint is to give them 90 days to register. Three months are reasonable,” An said.

Officials made different points about the time limit for car plate number owners to register cars. Deputy Chair of the National Assembly Committee for National Defense and Security Nguyen Minh Duc said in general car owners want to use number plates for their cars immediately, so six months is a reasonable time limit.

Meanwhile, Deputy Minister of Public Security Nguyen Van Long said in many cases, people have to wait up to one year to get cars, especially luxury ones. So it would be better to set the time limit of 12 months.

“It takes car owners a lot of time to follow tax and customs procedures before they can register cars,” Long explained.
