VietNamNet Bridge - The second session of the 13th National Assembly opened in Hanoi this morning, October 20, with a focus on approving five bills and a resolution.

The session was broadcast live on the Vietnam Television, channel 1.

After the opening speech by NA Chairman Nguyen Sinh Hung, Prime Minister presented the report on Vietnam’s social-economic situation in 2011 and the development plan for 2012 and 2011-2015.

Chair of the Vietnam Fatherland Front Central Committee Huynh Dam delivered a report that summarizes voters’ opinions.

Minister of Finance Vuong Dinh Hue reported to the NA the implementation of state budget spending plan in 2011 and the budget estimation for 2012.

Minister of Planning and Investment Bui Quang Vinh spoke about the national target programs and the program to use government bonds in 2011-2015.

After each cabinet member presented their reports, Chairman of the NA’s Committee for Economics Nguyen Van Giau and Chairman of the NA’s Committee for Finance and Budget Phung Quoc Hien presented the NA’s inspection reports.

According to Dr. Nguyen Si Dung, Vice chair of the NA Office, 500 NA deputies will discuss and approve the laws on information security, archive, measurement, complaints and denunciation and a resolution on the 13th NA’s law, ordinance building program, and give opinions on 13 other bills.

The participants will decide on the socio-economic development orientation, as well as state budget estimates and allocations for 2012.

They will also spend two days and a half on question-and-answer session.

Speaking at the NA Office’s press briefing on October 19, Nguyen Hanh Phuc, Head of the NA Office said the NA aims to improve its operation by increasing time for open discussion and question-and-answer session.

The second session of the 13th NA will last until November 26.
