The NA is pressing ahead with the remaining work to successfully conclude its 13th tenure in 2015 and early 2016, Chairman Nguyen Sinh Hung said in an interview granted to the Vietnam News Agency on the occasion of the Lunar New Year (Tet) – the most important holiday in Vietnam.
The NA Chairman highlighted 2015 as the final year to implement the five-year social-economic development, which witnessed remarkable national achievements in the context of complicated regional and global developments.
The biggest accomplishment of the 13th National Assembly was that its process of making decision on important issues for the country and monitoring work have been brought closer to people, he said, adding that the people can see that the Party, National Assembly, Government, and departments are working hard on matters of public interest, through televised meetings and Q&A sessions.
The NA forum has become increasingly transparent when the discussion of nationally important works, from building the Constitution to dealing with various social issues, have been made public to people from all walks of life, and thus reinforcing their trust and consensus on the leadership of the Party and parliament, he said.
The adoption of the Constitution 2013 can be considered one of the most significant imprints of the 13th NA tenure, according to Chairman Hung.
Right at the beginning of the 13th tenure, the NA discussed a plan to revise the Constitution to implement the Party’s guidelines and policy, he said, noting that the NA spent two years – 2011 and 2012, on collecting public opinions before adopting the Constitution at the end of 2013.
The approval of the Constitution 2013 is a significant legal political event as it serves the new phase in the country’s development of the country into the future, he noted.
The Constitution clearly stated that Vietnam is a socialist law-ruled State with legislative, executive and judicial powers.
It also clarifies the State’s responsibility of respecting, guaranteeing, and protecting human rights and citizens’ rights, as well as reiterates national defence as the responsibility of all citizens, of which the people’s armed forces shall show absolute loyalty to the Party, the Fatherland and the people and play as the core, in order to promote the great national unity to safeguard the country.
The Constitution 2013 also confirms the national diplomatic policy of expanding bilateral and multilateral relations for a better world, he said.
Though it is briefer than the previous constitutions, the 2013 Constitution is inclusive, scientific, complete and logical, he added.
The top legislator described the Constitution 2013 as the pride of the 13th NA tenure, as during the process of building and adopting this document, the NA promptly worked to revise existing laws and issue news ones to enforce the Constitution.
In the upcoming 11th session, the NA hopes to basically complete the revision and building of laws, especially those related to the socialist-oriented market economy, State apparatus, political institutions and public democratic freedom, Chairman Nguyen Sinh Hung said.
However, he admitted that in addition to achievements made, the NA has not yet fulfilled some tasks, which requires the next tenure to continue with reforms.
He called on deputies to actively work to improve the NA operational efficiency, to live up to the expectations of voters across the country.
