A press release said that during this session, the NA Standing Committee will continue discussing the draft law on amendments and supplements to some articles of the Law on Public Investment, and start debating the draft Labour Code (revised), and Vietnam’s joining the International Labour Organisation’s Right to Organise and Collective Bargaining Convention No.98.

Member of the committee are expected to review a report on the settlement of voters’ opinions sent to the legislature’s sixth session, and another on voters’ opinions sent to the seventh session.

They will also exchange opinions on the Government’s report on adding assessments on the implementation of the 2018 socio-economic development and state budget plan, and assessing the implementation of the socio-economic development and state budget plan in the first months of 2019.

Participants will also consider the allocation of funds from the state budget to local budgets for road management and maintenance, and the foreign capital supplement of 2019 state budget estimates for the central province of Ha Tinh.

The NA Standing Committee is hoped to approve a list of projects using the reserve middle-term public investment for 2016-2020 from the state budget, as well as the addition of a new list to the middle-term public investment for 2016-2020; while also discussing the use of 10 trillion VND (431.7 million USD) saved from decreases in investments for the nation’s important projects under the legislature’s Resolution No.71/2018/QH14.

In addition, the committee will also consider the establishment of several administrative units in the southern province of Dong Nai, including Dau Giay township in Thong Nhat district, Nhon Trach township in Nhon Trach district, and six wards in Bien Hoa city.

National Assembly Chairwoman Nguyen Thi Kim Ngan has asked the steering committee on building a project to review Resolution No.48-NQ/TW to acquire feedback and review the 10-year implementation of the resolution this year.

The resolution was adopted by the ninth tenure of the Politburo on May 24, 2005, featuring the strategy to refine Vietnamese law by 2010 with orientations to 2020.

During the committee’s first session in Hanoi on May 6, NA Chairwoman Ngan, who is also its head, agreed to hold more seminars on the field and set aside time for fact-finding trips to various localities.

She requested that law making and fine-tuning should be done in line with documents adopted by the 10th, 11th, and 12th Party Congresses; the Party Central Committee’s resolutions; and the Politburo and Secretariat’s conclusions.

The review of the resolution’s implementation aims to improve the efficiency of legal enforcement towards building documents for the 13th National Party Congress.

Participants said the review must closely follow the six orientations on further implementation of the Vietnamese law building strategy for the 2016-2020 period and tasks set in the Politburo’s Conclusion No.01 dated April 4, 2016.

Focus should be given to considering and refining socialist-oriented market economy mechanisms, basic reform of law making and enforcement, building a strong and healthy State, the exercise of human rights and citizens’ rights to freedom and democracy, and ensuring national defence-security and global integration.

The committee assigned tasks to its members, as well as presented opinions on reports reviewing the resolution implementation by Party units at the central and grassroots levels.
