The extraordinary session is held in pursuant to the Constitution of the Socialist Republic of Vietnam, the revised Law on Organisation of the NA, NA session regulations issued in the NA’s Resolution.
Earlier the 13th Central Committee of the Communist Party of Vietnam (CPV) convened a meeting at its headquarters in Hanoi on March 20 to consider and offer opinions on the wish to cease holding positions by Vo Van Thuong, Politburo member, member of the 13th CPV Central Committee, President of the Socialist Republic of Vietnam, and Chairman of the National Defence and Security Council for the 2021-2026 tenure.
However, according to recent reports from the CPV Central Committee’s Inspection Commission and competent agencies, Thuong has violated what Party members must not do, and regulations relating to the responsibility to set an example of officials and Party members, firstly members of the Political Bureau, the CPV Central Committee's Secretariat, and the CPV Central Committee; and bears the responsibility of the head in accordance with the Party's regulations and the State's laws.
Thuong's violations and shortcomings have therefore caused negative public opinion, affecting the reputation of the Party, the State, and himself in the process.
Fully being aware of his responsibility to the Party, State, and people, Thuong has submitted an application to resign from his assigned positions and to retire.
Pursuant to the current regulations of the Party and State and considering Thuong's wish, the Party Central Committee has consented to let Thuong step down from holding the following positions of Politburo member, member of the 13th Party Central Committee, President of the Socialist Republic of Vietnam, and Chairman of the National Defence and Security Council for the 2021 to 2026 term.
Since the beginning of the 15th legislature until now, the NA has organized 5 extraordinary sessions. Most recently, in early 2024, the legislative body gave a decision on a series of important issues at its 5th extraordinary session.
