Based on the Constitution, the law on organization of the NA and the NA session organizing rules, the NA Standing Committee has decided to call the third extraordinary session of the NA in the 15th tenure on the afternoon of January 18, the NA said on its website (quochoi.vn).

The NA extraordinary session comes shortly after the 13th Party Central Committee (PCC) at its extraordinary meeting on Tuesday, January 17, approved a formal request by Nguyen Xuan Phuc to retire and pull out of all his positions as Politburo member, PCC member, State President of Vietnam, and Chairman of the Council for National Defense and Security in the 2021-2026 tenure.

In his capacity as prime minister in the 2016-2021 tenure, he produced important results in the leadership, instruction and management of the country’s Covid-19 pandemic prevention and control effort.

However, as head of government, he was held politically responsible because multiple officials, including two deputy prime ministers and three ministers, committed serious wrongdoing and violations.

At the second extraordinary session of the NA early this year, NA deputies voted for the discharge of Pham Binh Minh and Vu Duc Dam from their posts as deputy prime minister at the request of Prime Minister Pham Minh Chinh.

The 13th Party Central Committee, at an extraordinary meeting on December 30, voted for a request by Pham Binh Minh, a 64-year-old native of Nam Dinh Province, to leave the Politburo and the Party Central Committee. A request by Vu Duc Dam, a 59-year-old native of Hai Duong Province, to pull out of the Party Central Committee was also approved at the meeting.
