The upcoming National Assembly session will focus on personnel consolidation, legislation, and urgent policy matters.
Vietnam’s new National Assembly is expected to convene next week for its first session of the 16th tenure, structured into two phases. The legislature will dedicate three days to personnel work and another three days to discussing laws and resolutions.

On the morning of April 2, the Standing Committee of the National Assembly reviewed preparations for the upcoming session for the third time.
Presenting the proposed agenda, Secretary General and Chairman of the Office of the National Assembly Le Quang Manh said the session is scheduled to last 11 working days, divided into two phases.
The National Assembly will meet on Saturday of the first week (April 11). An eight-day recess will separate the two phases, allowing agencies to absorb feedback and revise draft laws and resolutions. The session is set to open on the morning of April 6 and is expected to close on April 24.
During the first phase, the National Assembly will focus on organizational and personnel matters. It will also review submissions, verification reports, and conduct discussions in groups and plenary sessions on seven out of ten draft laws and resolutions.
The remaining three draft laws and resolutions will be discussed in the second phase. These include the amended Law on Belief and Religion, a resolution on coordination mechanisms and special policies to improve the prevention and resolution of international investment disputes, and amendments to the Law on Social Insurance. Alongside legislative work, the Assembly will review socio-economic conditions, state finances, budget matters, supervision activities, and other key issues.
Regarding the process for personnel decisions, Le Quang Manh noted that the Standing Committee of the Committee for Deputies’ Affairs has prepared two options: one without group discussions and another allowing discussions within delegations. The Office of the National Assembly will continue coordinating to finalize proposals for consideration at the preparatory session on the afternoon of April 5.
A review has also identified several urgent issues that may need to be presented during the first session to promptly implement resolutions and conclusions from competent authorities.
These include a resolution on the development of Vietnamese culture, a resolution on the establishment of Dong Nai City as a centrally governed municipality, and special resolutions to institutionalize key Party policies on handling legal violations in land management, science and technology, innovation, digital transformation, and issues related to both private and state-owned sectors.

Given their urgency and importance, time has been reserved in the second phase to accommodate these additional matters.
However, to ensure full compliance with procedures, the Office of the National Assembly has requested that the Government expedite the preparation of documents and submit them in a timely manner to deputies and relevant bodies for review and verification.
Speaking at the session, National Assembly Chairman Tran Thanh Man confirmed that three days will be allocated to personnel work and three days to legislative discussions. The Assembly will then recess for one week before resuming for the second phase.
He added that on the morning of April 5, National Assembly delegations will meet to elect their heads and deputy heads. That same afternoon, the Assembly will hold a preparatory session to finalize the agenda and procedures for personnel work.
On the morning of April 6, deputies will visit the Mausoleum to pay tribute to President Ho Chi Minh.
Emphasizing the importance of documentation, the Chairman stressed that all materials must meet strict quality and procedural standards. The Ethnic Council, committees of the National Assembly, and relevant agencies are required to proactively monitor, review, and rigorously verify all submissions.
Highlighting the need for thorough preparation, Tran Thanh Man called for a detailed review of all agenda items to ensure the first session of the 16th National Assembly proceeds smoothly and effectively.
