VietNamNet Bridge – Many NA deputies suggested the national reserve be mobilised from not only State budget, but additional sources as well while discussing Article 6 of the draft law yesterday afternoon, June 12.

The article states that national reserves drawn from state budget and decided by the National Assembly. However, many deputies argued that a socialised measure be considered as businesses, organisations and individuals could help build reserves to ease pressure on the State. Deputies added that Viet Nam determine its yearly demand and state budget reserve level during the decision making process.

Deputies agreed that national reserves should contain core commodities and materials, but exclude gold and hard currencies. Buying and selling related to national reserves should be defined clearly.

Lawmakers said it was necessary to draw up a strategy on national reserves and storage. Responsibilities of ministries, local authorities and agencies need to be clearly defined to ensure quick response in dealing with goods and commodities from national reserves.

Some deputies asked if the draft law on national reserves contain state, business and individual reserves. However, NA Vice Chairwoman Nguyen Thi Kim Ngan said the draft law includes only state reserves.

Deputies further suggested the main purpose of the draft law be reduced to deal with unexpected and urgent requirements of consequences of natural disasters, fires and epidemics to ensure national security, as well as social welfare.
