VietNamNet Bridge – The Party Committee of Hai Phong has appointed Mr. Nguyen Van Tung, deputy director of the municipal Department of Science and Technology, as the new chairman of Tien Lang district, to replace Mr. Le Van Hien, who was dismissed one month ago in the land withdrawal case.

Hai Phong’s Party Secretary Nguyen Van Thanh says that the appointment decision will be issued this week. The committee will also appoint a new vice chair for the district.

Earlier, the Hai Phong People’s Committee on February 23 removed Mr. Hien and Vice Chair of Tien Lang district Nguyen Van Khanh from their posts for their mistakes in withdrawing land of Mr. Doan Van Vuon in Vinh Quang commune.

The district’s Party Secretary, chief police officer and chief of the local military command were also given a warning.

Nearly a week later, the Party Secretary and Chairman of Pham Dang Hoan and Vice Party Chief cum Chairman of the People’s Committee, Le Thanh Liem of Vinh Quang commune also served a warning.

Hai Phong police have also taken criminal proceeding against the land withdrawal in Vinh Quang commune in early February.

On January 5th, more than 100 police and army solders went to enforce and repossess Vuon’s land. Some family members fought against the repossession team, making four police and two army solders injured.

On January 10th, four people including Doan Van Quy, Doan Van Vuon, Doan Van Sinh, and Doan Van Ve were accused of murder and caught for a temporary term. Pham Thi Bau (Quy’s wife) and Nguyen Thi Thuong (Vuon’s wife) were charged with having fights against officers in enforcement and were banned from leaving their residential area.

On February 10, Prime Minister Nguyen Tan Dung met with relevant agencies and released a conclusion on the case.

According to the PM, Tien Lang District authorities violated the Land Law in withdrawing 40 hectares of land allocated to Doan Van Vuon, and must revoke all their wrong decisions and enable Vuon to continue using the land.

The PM asked Hai Phong authorities to suspend those responsible for the destruction of Vuon’s house and order local police to investigate and prosecute those involved. After the forced withdrawal, Vuong’s house was destroyed. Some local leaders are now suspected of ordering the demolition.

He also told Hai Phong authorities to clarify responsibilities in approving the Tien Lang’s forced removal decision, responsibilities in insufficiently reporting to the Prime Minister after the case was cracked open, and responsibilities in providing information that was not clear and in time, causing discontent among the public.
