The Government has issued Decree No. 60/2026 regulating the national security industry complex.

The complex is tasked with researching and applying science and technology; designing, manufacturing, testing, producing, completing, supplying, repairing, upgrading, improving and modernizing security industry products and services as stipulated at Point a, Clause 2, Article 45a of the Law on Defense and Security Industry and Industrial Mobilization.

Based on practical conditions and the requirements and tasks of developing the security industry and ensuring security and order, the Minister of Public Security will decide the specific list of products and services within the designated product and service groups.

The national security industry complex is also assigned to research and master strategic technologies, foundational technologies, core technologies and dual-use technologies; and to transfer and receive technology transfers to serve the development of security industry products and services.

The complex will mobilize maximum resources from the State, organizations, enterprises and individuals to participate in security industry development. It will implement mechanisms and incentive policies to attract, train and utilize high-quality human resources, both domestically and internationally, in order to enhance research, scientific and technological application, design, manufacturing, testing, production, completion, supply, repair, upgrading, improvement and modernization capacity for security industry products and services.

Another key task of the complex is to research, produce and supply security industry products and services to meet the needs of the People’s Public Security forces, as well as agencies, organizations, enterprises and individuals.

The complex is also responsible for technological innovation, human resource development, digital transformation and improvement of corporate governance capacity. It will promote international cooperation in the security industry, focusing on countries and enterprises with advanced scientific and technological capabilities.

The national security industry complex comprises a core of key security industry establishments and participating members, including organizations and enterprises both within and outside the People’s Public Security forces.

The core and participating members will cooperate through joint ventures, partnerships and contractual agreements to carry out research, design, manufacturing, testing, production, completion, supply, repair, upgrading, improvement and modernization of security industry products and services.

The Council for Security Industry Development will comprehensively coordinate the activities of the complex’s components through mechanisms and policies, task assignments, orders, contractor selection, resource support and public-private cooperation. The Minister of Public Security will decide which agency will concurrently perform the standing duties of the Council.

At its 10th session, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Defense and Security Industry and Industrial Mobilization.

Before the law was adopted, some opinions suggested clarifying the relationship between the defense industry complex and the national security industry complex to avoid overlap, duplication and waste, and called for coordination mechanisms between the two complexes to maximize effectiveness.

The Government stated that the two complexes have different participating components and produce separate groups of products, ensuring no duplication or overlap.

Clause 2, Article 45a of the Law on Defense and Security Industry and Industrial Mobilization stipulates that the national security industry complex has the following functions and tasks:

Researching and applying science and technology; designing, manufacturing, testing, producing, completing, repairing, upgrading, improving and modernizing security industry products and services, with a focus on groups such as cybersecurity and network security products and services; big data, cloud computing and blockchain industry products and services; artificial intelligence applications based on national big data; professional technical and forensic equipment; support tools and uniforms for the police sector; patrol vehicles for coastal and river routes; fire prevention, firefighting and rescue products; specialized biotechnology products serving biosecurity; equipment, technical means, technologies and services ensuring aviation security; and other products and services as decided by competent authorities. The Minister of Public Security will determine the specific list of products and services within these groups.

Mastering strategic, foundational and core technologies; transferring and receiving advanced and modern technologies.

Mobilizing national resources for security industry development.

Researching, producing and supplying products and services for civilian needs; transferring appropriate technologies to civilian industry to serve socio-economic development.

Enhancing international competitiveness and participating in the export of security industry products and services.
