VietNamNet Bridge – President Nguyen Minh Triet has signed into law the Law on Civil Procedures (revised), the Law on Anti-Human Trafficking, the Law on Independent Auditing and the National Assembly's Resolution on the implementation of the revised law on civil procedures.
The promulgation of these legal documents was announced at a press conference by the Presidential Office in the capital city yesterday, April 20.
The revised Law on Civil Procedures, which was passed by the National Assembly on March 29, will come into force on January 1, 2012. With new amendments, the People's Procuracy can participate in all civil lawsuits to ensure trials are carried out legally and that the legitimate interests of both the citizens and the State are represented.
Regarding judicial appeals of administrative decisions, under the new law, the courts are empowered to nullify decisions by administrative offices that run counter to the law as well as to review verdicts handed down by juries.
Under the Law on Anti-Human Trafficking, provincial departments of Labour, Invalids and Social Affairs are crucial for receiving and offering supports to the victims.
The law also regulates the Government's policies for preventing human trafficking, criminal and social crimes and the implementation of socio-economic development programmes. With eight chapters and 58 articles, it will come into force on January 1, 2012.
The Law on Independent Auditing covers a wide range of activities, including the State management of independent auditing activities, public accountants and auditors as well as how auditing service companies operate and the obligations of the auditees.
Under the law, the Ministry of Finance will be the sole Government agency to issue, regulate or evoke professional licences to auditing companies.
The Law on Independent Auditing has eight chapters and 64 articles.
