New regulation on construction standards

The Ministry of Construction issued Circular No 18/2010/TT-BXD on October 15,regulating the application of national technical rules, national standards, basic standards and foreign construction standards for construction work in Viet Nam. Compulsory national technical rules apply to construction activities, such as surveys, planning and appraisal of construction projects. Additional standards may be applied on a voluntary basis, as approved by the investment decision maker. The circular takes effect December 15 and replaces Circular No 40/2009/TT-BXD.

New rules on self-printed tax invoices

The Ministry of Finance issued Circular No 153/2010/TT-BTC on September 28, guiding implementation of Government Decree 51/2010/ND-CP of May 2010 regarding tax invoices.

The circular provides detailed guidance on the form and content of general invoices and stipulates methods for generating invoices. Accordingly, an enterprise in an industrial, economic, or export processing zone and contributed capital of VND5 billion or more at the time the invoices are issued is entitled to generate its own tax invoices as soon as it receives a tax code. An on-going enterprise must satisfy conditions regarding revenue, equipment and an in-house accountant department, and have no history of tax violations or fines to be allowed to generate its own tax invoices.

The circular, which takes effect on January 1 and replaces circulars 120/2002/TT-BTC, 99/2003/TT-BTC and 16/2010/TT-BTC, does not include provisions about electronic filing of tax invoices.
