Thanh said he did not have much time in Da Nang and any occasion to speak at the city’s meetings because he had to assume the new mission.

He stressed that the management of the state budget needs the Departments of Construction and Transportation as the “doorkeepers.”

Regarding the selection of contractors through biddings, Thanh said: "The firms that are weak must be excluded from bidding. It is the best to reject financially weak contractors from the beginning. If you are weak, you should not face strong wind," said Thanh.

Taking the road project from Tuyen Son to Hoa Cam as an example, which is criticized for low quality, Thanh said that it was due to "too poor supervision." While the road from the Tuyen Son Bridge to the Tien Sa port, which was supervised by a foreign firm, is “still good."

"I just compare the two roads to show that our supervision is ineffective. If the supervisors sit in a coffee shop to look at the road, then receiving envelopes (meaning black money,) how the road quality is good? Meanwhile, if the contractors do poorly, the foreign supervisors would ask them to do again," said the Party Secretary of Da Nang.

He mentioned the names of weak management boards in Da Nang and requested them to immediately dress the personnel and strengthen the management apparatus.

It comes to corruption. Mr. Thanh stressed that he would check some fields and penalize corruptors.

Mentioning banking officers who helped businesses raise the land value to borrow larger loans than the real value of the mortgage, resulting in bad debts for banks, he said that these banking officers must be arrested immediately, without waiting for evidence at all.
