In March 2010, Ly fell sick while serving his sentence at the Ha Nam Prison. Implementing the Vietnamese Party and State's humanitarian policy, the Chief Judge of the Ha Nam provincial People's Court decided to allow Ly to have a year of his prison term suspended for medical treatment to take place at the Archdiocese of Hue from March 15, 2010.

However, during the time of sentence suspension, Ly continued to engage in law-breaking activities such as compiling, storing and distributing documents opposing the Party and the State, inciting people to disturb security and staging demonstrations.

His activities harmed political security and badly affected the national unity bloc.

Although the authorised agencies extended the time allotted for his treatment and reprimanded him many times, Ly continued to defy the law of the State of Viet Nam.

Nguyen Van Ly was born in the central province of Quang Tri in 1946 and later became a priest. He had been arrested and detained many times due to his systematic law-breaking.

The continued imprisonment of Ly was necessary and abode by the Vietnamese law, the authorities said.
