Recently, the Government Inspectorate issued a specialized inspection plan targeting projects and constructions that are facing challenges, delays, long-standing obstacles, low effectiveness, and risk of loss or waste.

As part of this initiative, the Government Inspectorate will directly inspect 145 projects managed by central ministries, departments, and corporations with investment capital exceeding $4 million. Additionally, some major local projects with investment over $60 million will also be inspected.

In Ninh Binh Province, six projects will be inspected directly by the Government Inspectorate, while 40 others will fall under the jurisdiction of the Ninh Binh Provincial Inspectorate.

The 40 local projects being reviewed are primarily related to the construction, renovation, and upgrade of public works, residential areas, hotels, and factories. Of these, 16 are funded by the state budget, and 24 are financed through non-budgetary sources (mainly from investors’ funds).

Among the 40 projects, five have been completed, while 35 are still under implementation.

Projects funded by the state budget include the consolidation and upgrade of the left dyke of the Hoang Long River in Gia Vien District (previously approved), with a total investment of approximately $61.6 million, led by the Agriculture and Rural Development Project Management Unit. Another is the construction of a centralized dormitory area for students in Ninh Binh Province, with investment reaching about $34.5 million, managed by the Department of Construction. There is also the infrastructure development project for a new residential area east of the provincial sports complex, with a total investment of $32.3 million, previously managed by the Ninh Binh City People's Committee.

As for non-budgetary projects, notable ones include the mineral processing plant project by Xuan Thien Ninh Binh Co., Ltd., with an investment of $23.5 million; the high-end Thanh Thang Hotel project by Thanh Thang Group Investment JSC, valued at $18.1 million; the Ky Phu International Pig Breeding Center project by Northern Breeding JSC, with an investment of $21.9 million; and the Tan Hung Hotel project by Xuan Khiem Construction Co., Ltd., totaling $16.7 million.

The inspection period for projects with difficulties or obstacles will cover from the time of project initiation to July 1, 2025. For inspections related to waste prevention in the management and use of public buildings and land by government agencies, organizations, and state-owned enterprises, the period spans from January 1, 2019, to July 1, 2025.

Each inspection conducted by the provincial authorities will not exceed 30 days and will begin in July, with conclusions to be issued before September 15. The Ninh Binh People's Committee must compile and submit a summary report to the Government Inspectorate by September 20, and the Government Inspectorate will in turn report to the Prime Minister by October 1.
