The National Assembly and the Government have no intention of adjusting the major targets set for 2012, and the aggregate national strength should be mobilised to achieve those targets, says NA Chairman Nguyen Sinh Hung.



Hung told the current NA session in Hanoi on June 15 that the legislature has assigned the government to undertake the uphill task of simultaneously containing inflation, stabilising the macroeconomy and achieving reasonable economic growth.

A reasonable economic rate will help the country generate resources, budget revenue and employment, to address pressing social issues, including public welfare, he said.

“…..our task is to achieve the three aforementioned targets by mobilising the aggregate strength of the entire nation,” Hung stressed during the question time session.

Deputy Prime Minister Nguyen Xuan Phuc confirmed that the national economy has come out of the woods and is beginning to show signs of recovery.

He said, despite the global economic slowdown and market fluctuations, the government is determined to secure a GDP growth rate of 6 percent and keep inflation at 7-8 percent this year.

Minister of Planning and Investment Bui Quang Vinh insisted that 6-percent growth is a reasonable target, explaining that if it is not met, “it will have a major negative impact on job generation, because more businesses will be dissolved, the economy will grind to a halt, and many social issues will not be resolved.”

He confirmed that the target “will not be too difficult to achieve if we adopt appropriate, flexible financial policies, as well as other bold measures.”

Question time

NA Chairman Nguyen Sinh Hung praised Cabinet members for their responsibility towards issues raised by deputies, addressing voter concerns.

He asked the government, ministers and sector leaders to stick to the commitments they made in their explanations at the question time.

The legislative chief noted that the natural resources and environment sector should address weaknesses in land management, especially the hand-over and transfer of land use rights, post-clearance compensation, the zoning of industrial parks and urban areas, and the wasteful use of land.

He asked the sector to finish granting land use right certificates to land owners across the country by 2013, and work on amendments to the Land Law to submit to the upcoming NA session later this year.

He especially reminded the sector to completely resolve prolonged and complex land-related petitions and publicise the results through media agencies.  

Hung stressed the need to tighten supervision and resolve pending issues in State economic groups and corporations under the Ministry of Industry and Trade (MoIT) to ensure these businesses operate efficiently and play an important role in regulating the market and developing production.

He also asked the MoIT to work out an appropriate roadmap for competitive electricity, petrol, coal, and fertilizer markets to support sustainable development.
