VietNamNet Bridge – Permanent Deputy Prime Minister Truong Hoa Binh on Tuesday asked the home affairs sector to amend unreasonable procedures, enhance transparency, and stop bribes during the recruitment of civil servants.

Speaking at a national conference on the sector on Tuesday, Binh noted that the sector had made significant contributions to the country.

Binh said that although the quality of civil servants’ work was still low, and violations were still evident, the home affairs sector had issued a plan to effectively implement policies.

The Ministry of Home Affairs achieved remarkable results in the organisation of the state administrative apparatus, in administrative reforms, and management of civil servants.

The Deputy PM also noted that the streamlining of the apparatus was considered a success last year. Specifically, the organisational structure of ministries has been made more efficient. For example, the Ministry of Public Security cut six general departments, 65 departments and 189 divisions.

Binh also praised the Ministry of Home Affairs in applying IT in management, contributing to building e-Government systems.

Institutional development 

Regarding the mission this year, with a motto of discipline, integrity, action, creativity and breakthroughs, the Deputy Prime Minister asked the home affairs sector to focus on institutional construction.

In the immediate future, it is necessary to complete draft laws, ordinances and projects in the working programme of the Politburo and Secretariat, with special attention paid to the Law on Civil Servants and the Government Organisation Law.

When developing projects, it is necessary to focus on proposing breakthrough solutions and attracting talented people to public service.

In recruitment, Binh asked the sector to revise unreasonable procedures, strengthen transparency and publicity, and replace those who work ineffectively.

To improve the inspection of public services and detect and prevent violations in cadre work, Binh, said that it was necessary to have a plan to inspect localities.

Minister of Home Affairs Le Vinh Tan said that the state administrative apparatus was still bulky and unsatisfactory. Some fields of state management overlapped, and reducing the number of staff had not yet been completed.

The quality of cadres, civil servants and officials was not sufficient. Handling mistakes in the recruitment of civil servants and officials, as well as the promotion, appointment and management of staff was still slow.

Tan believed the ministry and the home affairs sector faced difficult tasks this year.

Tan promised to focus more on institutional development and strengthen discipline in state administrative agencies.
