"This is an attack on our fundamental values of freedom and democracy. Violence can never be allowed, and we will meet the attack with more democracy and openness," Stoltenberg told reporters at his official residence in Oslo.

The prime minister said Norway "appreciates the support we have experienced from the international community in recent days."

He said his proudest moments after the attacks was when over 200,000 people gathered in downtown Oslo on Monday to show solidarity.

"The Norwegian people show that they are not afraid of violence and that they respond with support and more openness. That's the message," said Stoltenberg.

He added that the government would evaluate police response and security measures in the wake of the country's worst bloodshed since World War II.
