Vietnam and Japan signed in Hanoi on March 20 an exchange of notes on the provision of loans for three programmes and projects.
As Vietnam steps up efforts to fulfil its green growth commitments and respond to climate change, financial and technological cooperation with international partners is entering a new phase.
The programme loan is viewed as a next-generation ODA model, designed with simplified preparation processes, accelerated disbursement mechanism, and closer alignment with policy reforms and resource mobilisation for sustainable development.
Vietnam will prioritise funding sources with favourable terms, fewer conditions, flexible procedures and diverse financial instruments, especially those offering technology transfer and technical assistance.
Localities have called for continued support from the Government and the Ministry of Finance (MoF) to settle procedural and institutional challenges hindering the speed of ODA disbursement in 2025.
The Government has approved a proposal by Ho Chi Minh City to stop borrowing official development assistance (ODA) loans from Germany’s KfW development bank for Metro Line No. 2 and instead use domestic funds to avoid further delays.
Celebrating 35 years of cooperation, Switzerland launches a new development initiative for Vietnam.
