VietNamNet Bridge – Ha Noi police have detained deputy chairman of the Viet Nam Agricultural Economic Science and Rural Development Association Le Minh Tien for property appropriation.

Tien confessed that he had found an empty plot on Vo Chi Cong Street in Hanoi’s Tay Ho District and set up a virtual project to build an apartment building for the association.

To legitimise the paperwork, Tien used the association’s seal to license the Viet Nam DAV JSC that he established to carry out the project.

After completing the procedures, he tricked a real estate businesswoman who agreed to transfer him VND5 billion (over US$217,300) in advance for the project.

He also tricked her into spending VND2 billion on another fake apartment project on Hoang Minh Giam Street in Cau Giay District.

He has since returned VND5 billion to the victim.
