What do you think about Deputy Prime Minster Nguyen Xuan Phuc’s report that 451 officials gave up presents worth nearly VND1.8 billion ($90,000) in the last five years and this number did not reflect the real situation?

A decision on offering, receiving and handing in presents of state organizations was issued in 2007. This decision includes the solution of refusing presents. We did not add to the report the number of officials who refused presents.

It is the best for officials to refuse presents. Officials who had to receive presents as a last resort have handed over the presents to relevant state agencies. Such cases were minority.

Although the world comments that Vietnam’s law on anti-corruption is rather good but it needs to be amended and further improved.

Why don’t we apply effective measures to control income of officials and party members?

In fact, controlling income of the entire society is not good. Other countries strictly manage taxes and property insurance. In Vietnam, this method of management has not been applied. We will implement gradually.

Anti-corruption in Vietnam in the last five years has made important moves. According to PRS (Country Risk Guide), countries that gain 0.3 point/year upwards are considered to make significant changes. Vietnam’s point increased from 2.6 to 2.9 point.

How should assets disclosure begin, especially for top officials?

Under the Party’s resolution, all people who are subjects to assets disclosure must perform assets disclosure. The assets declaration is listed at their residence and workplaces. There is no exception.

The Party’s resolution 3 stipulated that assets declaration of officials and party members must be made public at their workplaces. The resolution 4 says that the information must made public at even their residence. This is strides.

Officials who are party members do not need to wait for guidance to make assets disclosure at their party cells. Only officials who are not party members need instruction.

What do you think about the comment that the current policy on assets disclosure is formalism and ineffective?

It is important to check the honesty of assets disclosures. The Law on Anti-corruption has institutions of verification of assets disclosures of officials but they are bind with strict conditions. The government will propose to reconsider this point.

When will officials have to explain about the increase of their unusual assets?

The responsibility of explanation is in broad meaning. Officials are in the name of power so they are responsible to explain about their good and not good acts. This decree is being compiled by the Institute for Inspection.

Resolution 3 mentions the responsibility of explaining of increased assets. The government has agreed to legalize this content.

Dealing with the increased assets that officials and party members could not explain of their origin will be further discussed, because it is related to personal assets and crimination.

How do government inspectors make public of their assets?

I make public my assets disclosure at my party cell. We will supply assets disclosure of any party member in my party cell at request of other officials and staff. Actually, working together, people in the same agency do not need to see your assets disclosure to know how many cars and houses you have.
