VietNamNet Bridge – State-run agency heads who introduce Government job applicants to the recruitment process must also take responsibility for the candidates' work ability after they pass the required tests, according to provisional regulations.

It was one of four new points under a pilot project to improve the recruitment process for Government officials at department and office levels.

The project was spearheaded by the Ministry of Home Affairs and adopted by the Political Bureau of the Central Committee Communist Party of Viet Nam in July.

Minister Nguyen Thai Binh told Viet Nam Television's Dan hoi – Bo truong tra loi (People ask – Ministers answer) Programme on Sunday that another leg to the project was to accept applications from civil servants working at all ministries and State-run agencies at localities.

In the past, only civil servants working in the transport sector were allowed to participate in the transport sector's recruitment.

Third, candidates would be required to take a writing test with questions related to the functions and obligations of the State-run agencies they applied for. If they receive a score above 50, they would be permitted to participate in the second test, in which they would present a project to improve the agencies' performance, Binh said.

Fourth, the content of the confidence vote for the candidates would have three parts. The recruitment board would assess the morality of the candidate and his or her understanding of the State-run agencies they applied for, as well as the candidate's working skills, he said.

The pilot project has been applied in one-third of ministries and ministry-level agencies and in 20 provinces and cities since the third quarter of this year.

The recruitment process of Government jobs at localities was believed to be inconsistent in the past. Binh said the pilot project, which aims to overcome shortcomings in the recruitment of Government jobs, is imperative in the current context.
