According to Thang, the man in the record, while carrying his wife and child from Bac Ninh to Hanoi, with 15kg or rice and a bag of clothes, he was stopped by some night-watchmen and traffic police officers of Yen So ward, Thanh Tri district at the foot of Thanh Tri bridge, in Hoang Mai district, Hanoi.
Thang was fined for driving a motorbike without mirrors. The senior lieutenant told Thang to go to the Hanoi treasury to pay the fine. Thang asked the police officer to pay fine on the spot but the policeman answer rudely: “I do not have that kind of bill. You must go to the treasury to pay the fine… Are you guiding me? I will break your mouth”. The policeman also insulted Thang with bad language. In the conversation, the policeman used personal pronoun “tao” (I, me) for himself “tao” “may” (you) for Thang, which are very rude in Vietnamese language.
As Thang showed his discontentment, the policeman continued: “Do you want to be added with one more violation - carrying bulky goods?”
Detecting that Thang recorded the conversation by his cell phone, the policeman forced Thang to turn off the phone and delete the record because “you don’t have the right to record without my agreement.”
As his intimidation was useless, the police officer told Thang that if Thang deletes the record, he will give Thang’s motorbike registration and not fine him.
The record has made many people angry. They commented on online forums that the police force should reject such “worms” from their contingent.
Yen So Ward’s police bureau has verified that the senior lieutenant on the record is Do The Anh. Lieutenant colonel Phung Ngoc Linh, vice chief of Yen So Ward’s Police burau, said that the policeman admitted his wrong behavior.
“If I see Thang, I will offer an apology to him because I have to take responsibility for my inferior’s mistake. I will ask senior lieutenant The Anh to make a report and self-criticism,” Lieutenant colonel Phung Ngoc Linh told VNExpress newspaper.
Normally, violators can pay fine on the spot for violation acts with fine worth less than VND200,000, as the case of Thang.
