According to Mr. Nguyen Bat Han, deputy inspector of the Ho Chi Minh City Department of Transport, they are the contractors of the construction projects such as the urban upgrading, the East-West Highway, Nhieu Loc-Thi Nghe canal sanitation upgrading project, water and power supply projects, etc. By the end of 2012, the 443 contractors owed nearly VND6.7 billion (over $300,000) of fines.
Contractor Obayashi (Japan) tops the blacklist, with up to VND410 million ($20,000) of fines for 112 times, followed by HUD - Cowaelmic with VND371 million for 89 times.
Another Japanese contractor - Toa – was fined 69 times, totaling nearly VND340 million, followed by Tri Viet Co., Ltd with 62 times, equivalent to VND240 million; Hoang Ngan Transport Construction Co. with 46 time and VND258 million; Dreco - Cienco 5 with 39 times... Many contractors have the fewer numbers of violations and fines but they do not pay fines yet.
In addition, many contractors and investors in the construction process caused damage to the public lighting systems and traffic signals, but did not repair the damage. To ensure safety, the local management agencies had to fix the damage but the contractors did not pay the funding, totaling nearly VND550 million.
The HCM City Department of Transport has asked relevant agencies to not receive applications for the construction or extension of construction for these contractors until they pay the fines.
