NDAChain, led by the Ministry of Public Security in development with the National Data Center (NDC) and the National Data Association (NDA), is gradually becoming the national blockchain infrastructure enabling unified authentication, traceability, and certification of all data, transactions, and digital assets.

The system is built on a three-layer architecture: Layer 1 consists of the core blockchain as the data authentication and preservation foundation; Layer 2 includes service platforms and specialized blockchains like NDADID and the national data exchange; Layer 3 encompasses civil applications and public services such as NDATrace and NDAKey.

Researched and developed since late 2024, by September 2025, NDAChain has run stable trials with 12 validators at the National Data Center and strategic partners like Sun Group, TH Group, MISA, VNVC, and the National Barcode Center (NBC), ensuring the processing speed of over 1,200 transactions per second and high stability. 

The system has recorded over 5 million verified transactions, averaging about 30,000 daily, demonstrating national-scale operational capability.

Users and businesses can rest assured as all data, transactions, and digital assets are authenticated, traceable, and certified uniformly. The digital identification-authentication-traceability-certification mechanisms (DID/VC/VP) implemented on this platform will form the basis for digital asset applications, open data, transparent public services, and trusted commerce.

Nguyen Huy, Head of Technology Division at the National Data Association, said: “Blockchain is shifting from a transaction-focused technology to becoming the core infrastructure of the data economy. With NDAChain, Vietnam not only masters core technology but also creates a unified authentication layer for national data, making every digital transaction transparent and verifiable.”

From NDATrace for product origin tracing, NDAKey for digital identification, to specialized data systems in education, healthcare, agriculture, and logistics, all are being integrated via NDAChain, forming a “authenticate once, use everywhere” data interconnection infrastructure, essential for operating digital government, digital economy, and digital society.

According to the overall national digital architecture framework announced on October 8, Vietnam will have a National Blockchain Platform serving as shared digital infrastructure from central to local levels. 

This is a key component in the basic technical foundation layer of the national digital architecture, ensuring all data, transactions, and electronic certifications are authenticated and interconnected uniformly across the system.

Nguyen Phu Dung, CEO of PILA Group, a partner developing NDAChain application layers, emphasized: “When every data point, product, or certificate is verified through the same infrastructure, we can form national digital assets, where value is guaranteed by trust in Vietnamese technology.”

NDAChain is expanding its validation network to tech conglomerates, regional data centers, and localities in 2025-2026. Upon completion, the system will become the “backbone” of Vietnam’s data economy, where data is standardized, transactions are authenticated, and trust is certified.
