The delegation was led by Politburo member, Prime Minister Pham Minh Chinh, Politburo member, permanent member of the Party’s Secretariat and head of the Party Central Committee’s Organisation Commission Truong Thi Mai and other incumbent and former Party and State leaders.

The same day, delegations of the Party Committee of the Ministry of National Defense, Ministry of Public Security and Hanoi also led wreaths at the President Ho Chi Minh Mausoleum.

The Dien Bien Phu victory over French colonialism on May 7, 1954 demonstrates Vietnam’s military and political strength under the clear-sighted leadership of the Party, including the special role of President Ho Chi Minh in choosing revolutionary bases, planning strategies, dealing with policies, and entrusting General Vo Nguyen Giap with the important task of leading the army in the battle.

In an exchange with a foreign politician during his lifetime, General Vo Nguyen Giap attributed the Dien Bien Phu Victory first to contributions of President Ho, a genius strategist of the Vietnamese people’s armed forces.

A grand ceremony to mark 70 years of the Dien Bien Phu victory is due to take place in Dien Bien on May 7.
